- Abstract
This article intendeds to explore the existing relationship between social capital and the local risk management, in light of the flood in the Valley municipality of Chalco Solidaridad, Estado de México, in 2010. The article proposes the idea that local management of risk is based on the capacities of local actors to resolve problems that arise in their environment; thus, is the existence of social capital in a determined community which mainly facilitates collective action. The applied methodology for this work was basically qualitative in nature and consisted in the recollection of data from first-hand sources by interviewing key actors, as well as secondary information from official documental sources for its analysis and interpretation. It's concluded that the risk management is being implemented by local churches supported by basic ecclesial communities and other social actors, and not by the municipality.
