Abstract
The article reports the decision of the U.S. District Court in the case 'Palmer v. Dist. of Columbia' on the District of Columbia's restrictions on carrying firearms outside the home infringed on the Second Amendment to the U.S. It informs that the Second Amendment includes the right to bear arms on one's person outside of one's residence and while the District's practices imposed a complete ban on that right.
