- Abstract
The article focuses on the flaws in the administration of immigration laws in the U.S., and the conduct of immigration and consular officials in interfering with the lives and liberties of foreign-born people. It mentions the authority and discretion given to immigration officials in adjusting the status of an alien from an illegal status to that of a permanent resident, the use of confidential information of aliens by officials under the McCarran-Walter Act, and its extension to deportation cases. It discusses the application of administrative res judicata against an alien, the racial discrimination of aliens by immigration and consular officials, and various functions of adjudication allocated to district directors and regional commissioners.
