- Abstract
The article focuses on recent developments in environmental policy making and monitoring in the Netherlands. The idea of transitions plays a major role in the fourth national environmental policy plan. Environmental policy can be regarded as the response to problems occurring now or which might occur in the future. The trends in environmental quality presented are based on actual measurements, with just a few exceptions. A major difficulty originates from the fact that breakthrough technologies are increasingly applied on an international scale, and costs and benefits are likely to be unevenly spread over different countries. Transitions are defined as a process leading to sustainable development.
