- Abstract
The innovation capacity of a country is the main driving force behind its economic performance. An innovation system can make the difference between economic growth and economic downturn. The benchmarking is a popular and effectively management tool, used to solve of an organization activities critical issues and whose aim is to specify the remedial actions, their implementation and monitoring and the system recalibrate. In the case of a national level complex systems, the benchmark choice involves specific problems solving. Romania has much to learn in terms of a sustainable innovation system building from a country, Taiwan, which it resembles in many respects. Article proves that the national innovation system from Taiwan is a valid benchmark and specifies the actions needed to the Romanian innovation system remedying as a result of benchmarking.
