- Abstract
The processes of assessment, restoration and increase of hotel business development rates under the influence of economic, sanitary and political crisis phenomena have been studied. A management mechanism has been developed that allows to identify and promptly (within a month) neutralize the effect of inefficient management method («minimum factor»), which makes it impossible to develop a hotel business. The research method is a method by which the development of an economic entity is assessed through the indicator with the following components: the level of sustainability and the state of development. It is considered that if the planned performance indicators for the year (income, production, costs, finances, profitability, value for money) are not met and (or) the trend of sales dynamics is declining, it indicates a lack of development of the hotel business structure. The analysis of development of hotels of Ukraine for 2001- 2021 has been carried out. It has been established that their development is influenced by crisis phenomena, and also action of the basic «minimum factor» - rendering of low-quality hotel services. Neutralization of its action is possible if the production method of quality management is consistent (does not contradict and enhances the effect) with marketing, personnel, budget, investment and financial management methods. It is recommended to control the effectiveness of measures to restore and increase the pace of hotel business development with the help of a detailed business project by months of the year, in which financial indicators alternate with methods of managing the functional activities of the enterprise. It has been substantiated that the basic strategy of hotel development is the strategy of «high quality»: quality product, prices are proportional to the level of quality (luxury, semi-luxury, standard), advertising and sales with an emphasis on service quality, serial production, staff innovators in the field of quality, investing profits in the technology of improving the quality of services, own financial resources. Approbation of the mechanism of evaluation, restoration and increase of hotel business development was carried out at the enterprises of Kyiv, Chernihiv, Odesa, Kharkiv, Zakarpattia, Ternopil, Vinnytsia, Khmelnytsky, Dnipropetrovsk and Lviv regions and gave a positive result.
