- Abstract
The article examines the White Paper "Guaranteeing Access: Meeting the Challenges of Equity, Efficiency and Quality" and the Quebec's Bill 33 or "An Act to Amend the Act Representing Health Services and Social Services and Other Legislative Provisions" as well as explores the Quebec government's response to the Chaoulli Supreme Court's decision concerning unreasonable wait times and private health insurance. These documents rest on two types of wait-time guarantees which are public guarantee and a public-private guarantee. The White Paper states that a new policy needs to be implemented gradually and progressively to maintain the coherence of the health system while Bill 33 aims to maintain the maximum degree of separation between public and private systems.
