- Abstract
The author reflects on the new National Energy Administration (NEA) in China, established in March 2008. She believes that NEA will struggle to fulfill its mandate because it lacks the authority, autonomy, manpower, and tools to manage the energy sector. She mentions that NEA still has inadequate political vantage to lessen bureaucracy that weakens energy decision-making. She concludes that NEA structure is improbable to improve considerably energy governance in the country.
