- Abstract
In its relations with the European Union, institutions and administrative systems must be flexible and transparent to adapt and create the best conditions for the development in all aspects of the social life. It is clear that public administration can not be seen in isolation, but it is part of the global social system, with strong influences on it, and is in turn strongly influenced by the social global system. Despite the fact that in Europe there are prerequisites and tools for an uniform application of general principles aimed at public administration and public sector of the Member States, they can not be applied consistently because there is a diversity determined by the existing reality in the European countries, the culture and traditions of different uneven levels of economic development of their resources, tools and mechanisms promoted by national policies and their legal and administrative systems that are in a continuous process of adaptation to meet the requirements for transposition and implementation of EU legislation. The countries of Southeast Europe have seen this general framework conditions of emergence, ie changes in economic, political, social and demographic and undoubtedly had an impact on national administrations. These countries are in transition and looking to catch up with other countries to reach their target: the accession and integration into the European Union. In this regard, the paper assumes that the Southeast European states are subject to change due to extensive interactions with some international organizations, including here the European Union. The paper aim is to identify and explain in an non- exhaustive manner what are the European mechanisms for emergent change in the administrative systems.
