- Abstract
The article analyzes the failure of the policies of the United Nations Climate Change Conference in Cancun (COP 16) in reducing greenhouse gas (GHG) emissions. It discusses the irrationality of the Kyoto Protocol (KP) and the Clean Development Mechanism (CDM) since its implementation in the People's Republic of China ( PRC) actually contributed to increased GHG emissions due to PRC's increased hydro-electric power generation. It concludes that carbon trading remains an impossibility since no practical regulatory mechanisms have been developed.
