- Abstract
Kosovo's independence, endorsed by the USA, and Russia's annexation of Crimea are events of similar nature and implications which illustrate the tensions between the normative principles of respect for state sovereignty and multilateral collective security, on one hand, and the discretionary action of the great powers in the international system, on the other. Although not recognizing any of these acts, Brazil, notwithstanding the similarities between both situations, behaved distinctly in each case, being more assertive in the critic of the violation of the aforementioned principles in the Kosovo question. By analyzing Brazil's foreign policy decisions and official positions, the present work aims to understand this seeming contradiction, linking it to the notion of autonomy in Brazilian foreign policy and its manifestation during the Workers' Party administrations, when the USA and Russia were seen in distinct roles in the Brazilian perspective of the international order.
