It mentions the probationary period is a vital tool which can be used by supervisors and managers to identify low performers or employees with conduct issues. It also mentions the U.S. Merit Systems Protection Board (MSPB) surveys of federal employees indicate a relationship between employees' engagement and employees accountability for their performance.
