- Abstract
For many years there has been a continuing shortage of specialist staff in the field of early childhood education and care (ECEC). Since this is a licensed labour market, i.e. access is restricted to certain professional groups, access to employment in this field for staff not qualified in (social) pedagogy is being discussed. At the same time there is a demand from some provider associations for multi-professional teams as a possible way to enrich practice through additional competences. In this article, the current understanding of multi-professional teams in ECEC is analysed with reference to an interactionist and structural-theoretical understanding of the profession. A qualitative analysis of licensing laws identified three types of regulations in the federal states. Only one could be described as multiprofessionally oriented. For the six non-pedagogical qualifications most frequently found there, the training contents were analysed, with reference to the question of how much pedagogical knowledge these employees bring with them. The analysis shows that the newly admitted occupational groups are hardly prepared for work in pedagogical interactions, which raises doubts about their short-term suitability for professional cooperation in the field of ECEC. This creates new challenges for the teams that have to integrate these employees and are at the same time already burdened by structural problems. Observed tendencies towards deregulation and the “downward” opening of licensing laws can also endanger the attractiveness and professionalism of the ECEC labour market in the long term.
