- Abstract
The present study aimed to analyze the main theoretical aspects of corruption in the administration of public money and transfers from the Union to the Alagoas municipalities. The authors agree on the serious consequences to growth and socioeconomic development arising from illicit activities, since the money that should be used to improve the welfare of society is diverted to meet particular goals. This study aimed to provide an overview of the findings of the theoretical and empirical literature, national and international, about corruption, its determinants and consequences, as well as to show the importance of federal transfers for the reduction of inequalities. For this reason, we analyzed the profile of Alagoas municipalities, because the same are highly dependent on transfers and targets set out of unlawful acts in the administration of the national treasury. In conclusion, the literature indicates that corruption contributes to the increase of poverty and worsening of human development, because it creates inefficiencies in the application and implementation of social policies, separating the investments. Although there was an improvement in the indicators among selected for the Alagoas municipalities, they could have been higher if there were no corruption.
