- Abstract
Unemployment insurance, one of the effective tools of social policy to achieve the aims of ensuring and maintaining social security, is one of the most important results of the social security approach. The development adventure of unemployment insurance, which has come to the fore as an important policy tool in Turkey, started in 1959 and since then, it has been constantly regulated as a requirement of the social welfare state understanding. In this process, an attempt was made to build a basic public policy understanding by targeting policies that would eliminate the consequences of unemployment and compensate for temporary income loss, and as a result, the Unemployment Insurance Law No. 4447 was published in the Official Gazette and came into force in 1999. In this context, the Unemployment Insurance Fund was established to fulfill the duties and obligations required by unemployment insurance, which is a compulsory insurance that compensates for a certain period of time a portion of the income loss suffered by the unemployed worker despite the desire and ability to work, and is subject to a premium regime. The study tells the story of how the Fund was managed in Turkey during the Covid-19 pandemic period and how it turned into an employer support fund over time, with various incentives and supports provided to employers, beyond its stated purpose.
