- Abstract
The article focuses on the reexamination of the Surface Transportation Board of its regulatory policies following the passage of the Staggers Rail Act of 1980 with regards to the changes that took place within the railroad industry in the U.S. It highlights the testimony of the board's chairman, Daniel R. Elliott III, on the level of filing fees in complaint cases. Revisions in filing an application for discontinuance or abandonment proceedings are discussed.
