- Abstract
Between 1963 and 1966, the National University of Rwanda received the largest amount of official aid that the Canadian government gave to any of the French-speaking countries of Africa and became one of Canada's largest aid projects overall during the 1960s. Canadian aid for this university in Central Africa was motivated by a complex mixture of humanitarian, political, strategic, and other considerations but the extent of Canada's support for the university reflects above all the influence exerted over the Canadian government and its programme of aid for French Africa by Father Georges-Henri Lévesque, a Canadian priest appointed the first Rector of the National University of Rwanda. This article highlights the important role that nongovernmental organizations and individual Canadians played in the design and delivery of Canadian aid programmes during their formative years.
