The article discusses corpus linguistic inquiry into the use of "people" and "citizens" in the founding era in the tenth amendment . It mentions that phrase "to the people" was added after Daniel Carroll, a delegate from Maryland, proposed the addition on the floor of the House of Representatives. It also mentions that U.S. Supreme Court's treatment of the tenth amendment has been inconsistent.
