- Abstract
This article focuses on real life scenarios showing the importance of an early focus on issues as a means of shaping public opinion in public affairs campaigns. An example is the news media blanketed by the Air Line Pilots Association in 1987 in major markets nationwide with coverage of uniformed pilots conducting informational picketing outside airport terminals against the allegedly unsafe practices of Eastern Airlines. Research also plays an important role in early identification of issues. It is a central part of any textbook example of successfully managing public opinion.
