- Abstract
The Center for Global Security Research (CGSR) at Lawrence Livermore National Laboratory has published a report that deals with China's rise as the second nuclear power and its impact on US nuclear strategy. The report states that China and Russia are capable of challenging the US and its allies in limited regional conflicts. The study raises six key questions for discussion that require a change in US nuclear policy. The report also includes recommendations for nuclear deterrence strategy and the strategic nuclear forces of the US. It is recommended to practice the ability to reload bombers, intercontinental missiles, and SLBMs to meet their deterrence and security requirements. The study emphasizes the need to prepare for an uncertain future and to have the ability to keep up with the nuclear strategic attack forces of Russia and China. It is recommended to improve the survivability of strategic offensive systems and develop an arms control strategy. The study also highlights the importance of a clear declaratory policy and strategic communication.
