- Abstract
The article discusses about odious debts and the regimes that were supposed to be liable for such debts. It also provides contributions on the debate concerning odious debts. According to the article, a regime is odious if it operates in systematic suppression or in systematic plundering. It also provides a suggestion, stating that in the implementation of the definition of what an odious debt is, the United Nation Security Council can identify regimes that are identified by systematic suppression. The conclusion that the Security Council would arrive at can be made either while the regime is still existing or thereafter and would invalidate the obligations incurred by the regime and the International Monetary Fund would deny liquidity assistance by that regime.
