- Abstract
The article describes the development of mechanisms in which regulators can assist each other in freezing assets and recovering illicit profits from securities law violators. The U.S. Securities and Exchange Commission and its foreign counterparts use the mechanism called the Memoranda of Understanding (MOU) to gather and exchange information as well as extend a regulator's investigative reach beyond its national borders.
