- Abstract
Forming a pluralistic media landscape in which the voices of different parts of society can be heard is a prerequisite for a healthy, functioning democracy. However, there are various legal, political, and economic obstacles to the realization of this. In order to overcome these obstacles, first of all, the problems thwarting pluralism in a country must be tracked and identified. In this article, media pluralism in Turkey is monitored, and obstacles that lead to problems in achieving this are discussed by analyzing the concept of media pluralism from different perspectives. Through the online media pluralism monitor platform developed by the Centre for Media Pluralism and Media Freedom (CMPF), 200 questions on fundamental protection, market plurality, political independence, and social inclusiveness in media are answered for Turkey. Based on these answers, risk levels in each category are assessed, problems are identified, and solutions to the risks and problems are suggested. The findings reveal that in 2021, Turkey is in high-risk group in the areas such as the right to access to information within the scope of fundamental rights and freedoms, acts of legal and regulatory bodies; media ownership structure, and competition in online platforms within the context of pluralism in the media market; regulation of subsidies and editorial independence in the context of political independence in media; access to media for minority groups and media literacy within the scope of social inclusiveness.
