- Abstract
The information and communication system of public procurement in Spain, mainly articulated through the Public Sector Procurement Platform (PLACSP), presents serious gaps in relation to the application of the principle of transparency for good governance. In particular, its search system is unintuitive and is aimed at users with high knowledge of these administrative processes, which does not facilitate the understanding and accessibility of the information and documentation published to all citizens. Therefore, it can be claimed that the usability and accessibility of this platform is poor. Therefore, it is necessary and urgent to review this digital tool with the aim of improving both its interface and its search system, as a central element and more relevant to users, in order to facilitate access to information (especially to administrative and technical specifications, awarding companies, the amount of contracts, etc.). In our opinion, this platform should be turned into a simple, quick and intuitive tool that offers useful information that guarantees greater transparency of public procurement processes, while contributing to the good functioning of the public sector and the eradication of possible corrupt practices. Finally, it must expand the information on the consideration of social and environmental clauses in public contracts, as this is one of the main purposes of the Public Sector Contracts Law itself, together with advertising, transparency, non-discrimination and equal treatment, among others, which cannot be made unseen.
