- Abstract
An incredible wind of freedom blows over the Arab World. This huge call for democracy and dignity has to be applause. Observers and medias essentially put the hinge on this aspects of the new "Arab Revolt". Nevertheless it is necessary to develop new and widest analytical topics in order to embrace globally this phenomenon. Our purpose aims to demonstrate the conomic and financial crisis was the catalyst of the deepest factors of dissatisfaction and broke the unwritten social pact between economic development and authoritarian regimes. Regarding this wave, to support the political change is not enough. It appears crucial to launch urgently an true Marshall Plan for the no-Rentiers States and to rebuild the economic policy of Rentier States (as shown by Libyia nobody will escape). It's a European security challenge to assume such an long term initiative.
