- Abstract
The dialogue with Syria was resumed as a consequence of a French initiative since the sanctions did not prove to be effective. Damascus may then play a conciliatory role in a volatile Iraq and a mediatory one with a nuclearizing Iran. This is happening in a context where the Lebanese issue appears secondary (for the West) in spite of political instability and skirmishes in the South. Peace with Israel, which Syrians hope for without believing in, seems more remote than ever due to the intransigence of the new Israeli government and despite Turkish endeavours in addition to pressure from the Obama Administration. Society still remains firmly monitored and under close surveillance in spite of indecisive desires for internal political opening up, since communautarism may set ablaze the country at any moment. President Asad, whose mission was to introduce a socially oriented market economy and fight corruption, is finally facing difficulties to reform on sound bases an ossified system given that liberalization creates shameless enrichment for those around the power circles.
