- Abstract
The article discusses the influence of the Treaty of Lisbon on the decision-making by the primary legislative body of the European Union (EU), the Council. The author explains that the basic identity of EU is not altered by decisions that have been moved from unanimity to a qualified majority. He points out that refinements to an entity that have achieved a workable balance between intergovernmentalism and federalism can be the characterization of changes under Lisbon.
