- Abstract
The article reflects on the U.S. Executive Order No. 12866 signed by President Bill Clinton, which directs federal agencies to analyze the benefits and costs of regulations, which needs to be applied with an appropriate measure of humility. It highlights the collateral damage to competition and innovation which can be illustrated at the standards proposed by the U.S. Environmental Protection Agency and the National Highway Traffic Safety Administration.
