- Abstract
Although women constitute about 50% of Kosovo's population, their participation in local governance falls short of the equality threshold. Despite progressive gender equality legislation, women's political participation has not reached the anticipated increase. This study focuses on women's participation in Kosovo's local governance, investigating the factors contributing to their low political engagement. Utilizing both qualitative and quantitative research methods, we analyze policies and trends in women's political participation. Findings indicate that women's political involvement in local governance in Kosovo has progressed over the years, yet it remains within the bounds of the mandatory 30% gender quota representation in legislative bodies. Whereas, in decision-making positions, this representation of women is even lower. The study also reveals that the low level of political participation by women is attributable to cultural, economic, and political factors. Overall, despite incremental progress, achieving gender parity in women's political participation within Kosovo's local governance remains a significant challenge.
