- Abstract
MA. SC. Sylejmani Rrahman, is a PhD candidate in the Faculty of Criminology, Criminology and Security Studies in Sarajevo, Department of Criminology. His regular employment is in the Kosovo Police, with the rank of Colonel, currently in the position of the Director of Migration and Foreigners within the Border Police. The Republic of Kosovo during its history faced with the phenomenon of migration, before the war (1998- 1999), and also after the war. During the time period until 1999, when the last war ended, the migration of our citizens occurred mainly driven by political reason, as a result of the repression of the regime and its authorities at that time. Even in the post-war period, after 1999 until the present time, Kosovo faces further the phenomenon of migration of our citizens, but for completely different reasons, and these are usually socio-economic reasons. The territory of the Republic of Kosovo is also used as a transit country for going further to the countries of European Union (EU onwards), by foreign nationals of third countries mainly from Asian and African countries. The purpose of this paper is to identify and analyze trends of migratory movements during the time period 2009-2013, and the activities of police structures and the Ministry of Internal Affairs of Kosovo in addressing this phenomenon. As a method of preparation of this paper, there was exploited and analyzed the literature, strategic documents and empirical data from the Ministry of Internal Affairs and the Kosovo Police (hereinafter MIA and KP), for the period of 2009- 2013. During the 90s, especially in 1998-1999, 51,728 citizens of Kosovo have emigrated. This trend has not diminished even after the post-war period, so that in the time period 2011-2013 a total of 54,644 citizens of Kosovo have been registered as having residence permits in EU countries. Based on these data, it can be concluded that the overall trend of migration in Kosovo is still growing, however nowadays there are different causes, which have influenced its appearance, moving from political causes in the socio-economic ones. Regarding the residence of foreigners in Kosovo and the issuance of temporary permits for their stay, in 2013 there were recorded a total of 2,078 requests, which means there were 20% more compared to 2011.
