- Abstract
Soft power, influence power, advocacy, think-tank, storytelling, public and business diplomacy. In our globalized world, the field of multilateral economic diplomacy is dramatically widening, while its key players and institutions are considerably increasing. In parallel the impact of the globalized information society has enriched its practices with new intelligence and influence tools. States have been obliged to adapt themselves to this new order. Nevertheless, the growing multilateral private activities raise crucial questions on the limits of States sovereignty and even more, on the multilateral rule making methods. This is not only a matter of form. Multilateral rules and decisions ar vehicles for ideas and values, of which they organize the implementation. What are today the best internationally promoted ideas and values? What is the real impact of these new decision making processes on the definition of general interest. Today's global world facilitates and legalizes all sorts of influences from various kinds. Is that dangerous for the new diplomats and the small states as Kosovo, Albania, Macedonia and Montenegro?
