- Abstract
This article examines the presidency of Hugo Chávez of Venezuela, once one of the most popular leaders in Latin America. Late in 2008, the opposition party did well in regional elections and political momentum seemed to be moving away from Chávez. The author contends he erred in his attempts to reform the constitution and by forcing Radio Caracas Televisión to shut down.
