- Abstract
The 1963-1964 Cyprus Crisis spans a long period of time and gains different accelerations. Considering this feature and specific conditions of the crisis, Turkey’s coercive diplomacy strategy in order to solve the problem appears to be a largely rational choice. Turkey based this strategy on two pillars; first, to operate diplomatic processes, second, provide military readiness within its capabilities and use it when forced to use actual power. In this sense, the very point that Inonu government has tried to reach since the start of the crisis is to make sure that Turkey will not accept replacement of Zurich and London agreements based on unilateral actions and decisions; and assure the rights of Turkish Cypriot community living in the island. On the one hand Inonu government continued its diplomatic initiatives to achieve that goal, on the hand, tried to rationalize a coercive diplomacy strategy including the use of a limited scale military power if the acts of violence against Turkish Cypriot community in the island do not come to an end. In other words, Turkey tried to form its coercive diplomacy strategy within the framework of a cost-benefit analysis, which minimizes the reactions and losses that will be faced both in terms of military and diplomacy, and in a way that Turkey will obtain the desired result. As a result, the Inonu government gave an important and successful test in terms of Turkish foreign policy through the policies, which aim to keep status quo in Cyprus, protect Turkish-Greek equilibrium, and to protect and use the rights arising from international treaties; that were adopted during the crisis in a limited military and political advantage.
