- Abstract
Oregon was the first state to introduce an HCBS waiver in 1982, and many of the attributes of successful HCBS programs for seniors were pioneered there. The state of Washington also quickly introduced widespread and effective HCBS programs for older adults-progress in both efforts was punctuated by a friendly rivalry in these two innovative states. This article describes what was unusual in Oregon and Washington that allowed for so many elders to receive HCBS, and explores the unsettling trends in re-organization in these states, along with loss of critical mass of staff and local officials who were steeped in the philosophy of HCBS. The article raises the question of whether the HCBS for elders begun in Oregon and Washington and adopted in other states can survive hard economic times, and enumerates the kinds of necessary strategies and leadership for sustaining and growing state HCBS programs.
