- Abstract
The article looks at governance and decision-making in the European Union (EU), as of 2013. The author identifies a distinction between two broad approaches to European integration, intergovernmentalism, which prioritizes agreements between national governments via the European Council (EC), and supranationalism, which prioritizes the formulation of policy by the European Parliament (EP) and other EU bodies. He discusses the views and actions of French President François Hollande, German Chancellor Angela Merkel, EP President Martin Schulz, and EC President Herman Van Rompuy. Topics include the Schengen Agreement on travel within the EU and the co-decision legislative procedure.
