- Abstract
In this article the author examines issues arising from the return of internally displaced persons and refugees to the densely populated region of the eastern Democratic Republic of Congo. It is noted that agreements between the United Nations and the government of the Democratic Republic of Congo has addressed issues regarding the return of persons to the area of North Kivu province. A number of topics are addressed including land access and land tenure issues, the support by nongovernmental agencies for the displaced persons, and the goal of consolidating peace in the region.
