- Abstract
The article presents a preview of Federalism in Rochester, New York. Before the presidential election of November 1968 in the U.S., discussions were held on problems with then existing federal urban grant in aid policy. Among the dysfunctions noted were a splintering of urban grant in aid and subsidy programs to the degree that there was not agreement on their number, a diffusion of responsibility for federal programs throughout nearly every department and branch of government, an increasingly complex and entrenched bureaucracy which surrounded each categorical program, apparent discrepancies between legislative intent and policies which grants reflected, and, finally, the inability of local governments to utilize federal assistance in concert with locally perceived priorities. As a consequence of the above observations, two conclusions were usually made. First, it was felt that all federal categorical grants should be reorganized and consolidated along functional lines, and second, it was felt that local priorities and programming should be determined by local officials in preference to anyone in Washington.
