- Abstract
This article focuses on U.S. competitiveness in civilian space transportation. Space transportation refers to a system of launch vehicles which range in technological sophistication, payload capability, quality, performance, and price. The shuttle is highly sophisticated. The U.S. commercial flight rate is improving. The Department of Transportation (DOT) has scheduled eleven commercial launches to place satellites and conduct microgravity experiments for such customers as India, Japan, Britain, Germany, and the U.S. government. Lessons from the past demonstrate that space policy is an area that is especially dependent on presidential initiative. Presidential inattention has contributed to the current malaise. A strong White House commitment to long-term space policy, backed by resources to assure program continuity and progress, is necessary.
