- Abstract
The article discusses Islam during the reform era of the Ottoman Empire in the 19th century, in an effort to balance mainstream historiography downplaying the significance of religion in the empire's program of modernization and secularization. Topics discussed include: Muslim principles of justice embodied in shari'a (Islamic law) in the empire; the reforms initiated by Ottoman Sultan Mahmud II, and Muslim rebellions during his reign; the challenge to Mahmud posed by Mehmet Ali Pasha, Ottoman governor of Egypt; and the Tanzimat reform era that followed Mahmud's reign.
