An essay is presented on the reported obligations of the members of the U.S. Congress to consider the the concept of constitutionality while deliberating and voting as of April 2014, focusing on the apparent deficiencies in the U.S. House of Representatives' Rule XII which deals with legislative bills and Constitutional Authority Statements. Constitutional interpretations by the nation's Congress are addressed, along with proposed rules in the U.S. Senate and congressional authority in America.
