- Abstract
The article discusses reasons for correctional agencies' effective use of electronic monitoring (EM) systems and devices. The concept of identifying offenders' special needs or the risks they pose and to give them the proper supervision and treatment methods is described. The use of EM as a tool to monitor non-violent individuals with a mental illness or a co-occurring behavioral problem in a custody situation is considered. The management of lower level property offenders in the community with EM technology is also discussed.
