Examines a series of events whose central fact was the dispatch of a Soviet note to Great Britain, France and the U.S. on November 1958. State of tension which had existed since the euphoria of wartime alliance vanished in the months following the end of the second World War; Threat issued by the Russians that they would not tolerate the existence of West Berlin inside Soviet-controlled territory; Modification of terms set by Russian Premier Khrushchev after its diplomatic offensive has failed.
