- Abstract
The passive buildings are significant to the energy conservation, emission reduction, and green upgrade of the construction industry. The capital plays a key role in promoting the development of passive buildings, but its active adoption of passive buildings is restricted by some factors. Based on the literature review and questionnaire survey, this article determines the fundamental factors leading the capital using the passive buildings actively, and establishes the Interpretation Structure Model (ISM) to analyze the relationship among various factors. The results show that there are five layers of hierarchical structure model of influence factors. The fundamental factors leading the capital using the passive buildings include effective incentive mechanism, mandatory policy, subsidies, investment payback period, and the change of economic environment. Finally, the development countermeasures are put forward from the perspectives of the government, the capital, and the consumer.
