- Abstract
What is the relation between top civil servants and the media? The assumption is that civil servants do not appear in the media. Representing policies in public is the prerogative of politicians. This article argues, however, that the politicization of administration causes an increasing personalization of media coverage of the bureaucracy. We analyze coverage of seven federal agencies in the “Frankfurter Allgemeine Zeitung”. The analysis shows that coverage has become more focused on persons. However, we find differences between agencies: The presidents of the Federal Office for Motor Traffic and the Federal Criminal Police Office only seldom appear in the media, the presidents of the Federal Network Agency and the Federal Office for the Protection of the Constitution are relatively often mentioned by name. Moreover, there is a substantial amount of non-explained variation. Presumably, this variation can be explained using individual career patterns.
