- Abstract
The transformation of the energy system in Germany, which was launched in 2000, not only has technical, economic and societal implications, it also changes the territorial allocation of used or exploitable energy sources, infrastructure for energy supply, and the regional distribution of costs and benefits. Redistributive conflicts associated with these effects can hardly be solved in established joint-decision making between the federal and Länder governments. The federal government therefore by-passed the Länder by preparing crucial decisions in corporatist negotiations or negotiations in the governing coalition. This explains the inconsistent policy changes in 2000, 2009 and 2011. Furthermore, the government strengthened hierarchical governance and weakened the Länder governments' influence, although they significantly contribute to the implementation of the new energy policy. Meanwhile, it has turned out that German energy policy suffers less from joint decision traps in the federal system than from the lack of appropriate structures of federal-Länder coordination. This coordination is an essential prerequisite to manage distributive conflicts which threaten the progress of energy transformation.
