- Abstract
The article discusses the constitutionality of controlling the alien property by the administration of U.S. It states that the freezing control and the supervisory authority of the Custodian depends upon a compendium of the national government's power, to wage war. The powers of congress is to regulate transactions affecting currency and transactions affecting interstate and foreign commerce. It also states that the amendments to the statute eliminate the problem of unconstitutional delegation of legislative powers.
