- Abstract
The article discusses the history of the U.S. Youth Correction Authority Act. It highlights the preliminary problems faced by the formulators of the act including the purpose of the act which is agreed upon and adhered to by the formulators. It discusses the philosophies of Kant and Hegel, and Plato and Seneca proposing the purpose of punishment for the formulation of the act. According to Kant and Hegel, punishment is conceived as an exaction of regret. On the other hand, according to the perspective of Plato and Seneca, the purpose of punishment is not to punish a man because he has offended but that he may offend no more. It explores the mechanics of the act and discusses the procedures for the minimizing of character influences including probabtion, parole and separation of prisoners.
