- Abstract
The article reports that is compelling evidence that improved health system performance is key to improved health, and hence to meeting health-related international development targets such as the Millennium Development Goals. There are persuasive arguments for supporting a sector-wide approach (SWAp) as opposed to the traditional project approach, increased health sector coordination, stronger national leadership and ownership, and strengthened countrywide management and delivery systems. Monitoring and evaluation of the health sector become institutionalized under a SWAp.
