- Abstract
The dissertation by Almut Neumann examines the work of the constitutional law professor Hugo Preuß in the context of the federalism debate in the German Empire. Preuß' conception of a federal constitutional state with the aim of maximum freedom is considered as a contribution to modern federalism ideas. Preuß saw Prussia and its hegemony as an obstacle to the implementation of his plans. The dissertation concludes with proposals for a modern concept of federalism in Europe that takes into account Preuß' ideas.
