- Abstract
The article deals with the topic of online access and digital participation in old age. It is pointed out that older people use the internet less than younger people, although they could benefit more from it. Barriers and support needs for older people in using online services are highlighted. It is argued that the perspective of citizens is not sufficiently taken into account in the e-government discussion and that the terms used reflect a technocentric view. It is emphasized that a user-centered perspective and a differentiated consideration of the heterogeneity of different population groups are necessary. The report of the expert commission "Older People and Digitization" emphasizes the importance of access and competence for the digital participation of older people. It is pointed out that while a large part of older people already have access to the internet, another part does not. It is recommended to ensure that older people in all forms of housing have access to the internet and that the use of the internet and the acquisition of digital technologies should be promoted for older people with low income or basic security. In addition, the bundling of administrative services according to life situations is mentioned as an example of user-centeredness in the implementation of the Online Access Act. It is emphasized that older people have different life situations and that the consideration of these life situations is important for digitization. The article deals with the support of citizens in using administrative services. It is emphasized that occasional users need more support as they have less experience. A hotline could help solve problems and facilitate use. The IT Planning Council has proposed using the uniform government hotline number 115 for this support. It also addresses the age gaps in internet use and emphasizes that older people often benefit less from the advantages of the internet, although they could benefit from it. However, there is a lack of meaningful data on the barriers and support needs of older people. Lower self-efficacy is one of the major differences between younger and older people, especially in digital services. There is an age-related application gap in e-government, where older people use fewer online services than younger people. There are also barriers for older people in using the internet that need to be taken into account. There are various offers to support older people in digital participation, but the effectiveness of these offers has not been thoroughly investigated. The Bremen Senate has announced a program that promotes age- and situation-appropriate experiential offers in meeting centers and residential and care facilities. A network of digital clinics has been created to support older people in using digital technologies. A survey was conducted to determine the support needs of older people at the neighborhood level. The results show that there are at least 27,000 offline users in Bremen and at least 7,000 in Bremerhaven. The offline rate increases with age and is influenced by various factors such as German language skills, mobility, and care level. The reasons for not using the internet are lack of interest, no recognizable personal benefit, and satisfaction with traditional media.
